CMS and Case Management

I am a case manager at one of the larger social services agencies in San jose. We have explored and dumped a proprietary package by Bowman Systems called ServiePoint. We are currently (blindly) following the in-house development from scratch approach with one developer(we have 290+ employees and 46 programs), and I am trying to raise the flag and call for open source development (with drupal), before we waste any more precious resources.
Every disconnected process I do at my computer managing cases, I think, "drupal can do this so much better!" I have even gone as far as thinking in terms of using drupal and how I would develop our process with it.
Are there any non-profiteers and case managers who use a CMS and have a good process going?
As I do not have a process going wth drupal, I don't feel comfortable leading a session, but I have put substantial thought into who it might work and would be interested in even being a part of presenting ideas and concepts.
